HBOE Wins Distinguished Budget Awards
The Hoboken Board of Education is making great strides in its budget development and presentation processes. In July 2016, Mr. William Moffitt, School Business Administrator received written notification that the District has been awarded both the Government Finance Officers Association’s (GFOA) Distinguished Budget Award and the Association of School Business Officials’ (ASBO) Pathway to Meritorious Budget Award for excellence in budget presentation during the 2016-2016 budget year.
The GFOA is a major professional association servicing the needs of approximately 18,700 appointed and elected local, state, and provincial-level government officials and other finance practitioners.
The GFOA’s Distinguished Budget Award reflects the Hoboken Public School District’s commitment to meeting the highest principles of governmental budgeting. In order to receive the budget award, the District had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how the budget serves as a policy document, financial plan, an operations guide, and a communications device. Budget documents must be rated “proficient” in all four categories, and the fourteen mandatory criteria within those categories, to receive the award.
The ABSO is a professional organization of 5,000 members that provides programs and services to promote the highest standards of school business management practices, professional growth, and the effective use of education resources.
The Pathway to the Meritorious Budget Award program promotes and recognizes excellence in school budget presentation and enhances school business officials’’ skills in developing, analyzing, and presenting a school system budget. After a rigorous review by professional auditors, the award is conferred only on school districts that have meet or exceeded the program’s stringent criteria.
Board of Education President, Mr. Thomas Kluepfel added, “These awards acknowledge a lot of consistent, conscientious work on behalf of the Board of Education and the entire Hoboken Community. We are grateful to have in the district, the kind of professionalism that meets the criteria of these recognitions.”
